PHILIPPINE National Police chief Director General Oscar D. Albayalde yesterday formally accepted more police equipment donated by the Japanese government to the force as part of its effort to help the Duterte government combat terror.

The equipment is part of the 500 million Japanese Yen (roughly P236.5 million) foreign aid given to the PNP to help improve its capability and operability under.

Albayalde said the package is part of Japan’s Economic and Social Development Program to the Philippine government in support of its counter-terrorism campaign.

Albayalde received the equipment consisting of six bomb suits, six ballistic shields and 440 units of ballistic helmets from Japanese Ambassador to Manila Koji Haneda.

The PNP chief said the equipment will be issued to PNP Explosives Ordnance Detection or bomb disposal units to enhance the safety and protection of police bomb technicians in responding to police emergencies specifically bomb threats.

Last year, the PNP received the bulk of the aid package consisting of police mobile assets that are now being used by line units in field operations.

“All these donated equipment will certainly go a long way in enhancing police capability in addressing security issues and threats to public safety.,” said Albayalde as he thanked the Japanese government for their latest donation to the PNP.

Japan, Hokkaido, Nayoro City – Officials here have been beckoning stargazers to come and enjoy some of the most pristine dark skies in Japan at night.
The night skies above Nayoro are dark enough for sky-watchers to examine the complex glowing band of the Milky Way in detail, according to a ministry survey.
The municipal Nayoro Observatory sent an image taken this past summer of the night sky to the ministry, which started surveying the darkness levels of skies across Japan in fiscal 2018 based on photos taken by local officials and residents with digital cameras.
The ministry research is carried out biannually in summer and winter to raise awareness of light pollution and environmental preservation through stargazing.
According to the survey results released by the ministry late last year, the night sky image snapped by the Nayoro Observatory on Aug. 4 showed a sky darkness level of 21.1.
Higher darkness levels mean the sky in the background is darker and stars can be seen more clearly. In skies with a darkness level of 21 or higher, it is said that “the complex structure of the Milky Way can be examined and star clusters observed.”

MATSUYAMA – Ang tungkol sa 100 milyong yen ($ 906,700) na mga napinsalang banknotes ay ipinadala ng isang hindi nakikilalang donor sa gobernador ng Ehime noong nakaraang buwan na may simpleng kahilingan: Mangyaring gamitin ito nang maayos.

Ang kabuuang halaga ay naabot pagkatapos na mabilang ng mga pampublikong tagapaglingkod ang mga panukalang-batas, na kung saan  iba-iba ang pinsala, ipinahayag ng pamahalaang prefectural noong Pebrero 14.

Ang hindi inaasahang pera ay dumating sa isang karton na kahon noong Enero 29 na may pangalan, address at numero ng telepono ng isang fictional sender, at isinama ang mensahe, “Mangyaring gamitin ang perang ito para sa isang bagay na may kapaki pakinabang,” ayon sa isang opisyal.

Tinanggap ito ng gobyerno bilang donasyon ng hindi kilalang pinagmulan pagkatapos kumonsulta sa pulisya at isang abugado, at isinasaalang-alang ang paggamit ng mga pondo para sa muling pagtatayo para sa mga lugar sa prefecture na nasira ng matinding pag-ulan noong Hulyo ng nakaraang taon.

“Nais naming ipahayag ang aming pagpapahalaga sa ilalim ng aming mga puso,” sabi ni Gobernador Ehime Gobernador Tokihiro Nakamura noong Pebrero 14.

Sinasabi din ng kalakip na liham na ang impormasyon ng nagpadala na nakasulat sa invoice ng mail ay gawa-gawa lamang.

Ang mga naka tala ay pinaniniwalaan na na-print noong 2004 o mas maaga, dahil hindi sila nagdadala ng anti-counterfeiting hologram.

Habang nasira ang mga tala, hindi alam kung ilan sa kanila ang maaaring palitan ng mga bago.

Japan, Hokkaido, Sapporo City – The annual Sapporo Snow Festival, one of Japan’s largest winter events, attracted a record-high 2.74 million visitors thanks to good weather and an influx of Chinese holidaymakers during the Lunar New Year period, its organizer said Tuesday.
The event, held since 1950, was staged from late last month through Monday in Hokkaido’s capital city, overlapping with this year’s weeklong Chinese New Year holidays, which began Feb 4.
The record figure showed that both domestic and foreign visitors were “back completely” after a major earthquake in the prefecture last September caused declines in the number of tourists, according to the organizer.
On Tuesday, tourists were able to see the demolition of snow and ice sculptures. This year, there were some 190 exhibits including those featuring women’s world No. 1-ranked tennis player Naomi Osaka and Helsinki Cathedral, commemorating the centenary of the establishment of diplomatic relations between Japan and Finland.
