FURTHER ACCEPTANCE OF FOREIGN WORKERS
The 23rd Conference for the Realization of New Capitalism was held on October 25, and Prime Minister Kishida attended the conference.
According to the material submitted by Mr. Ken Shibusawa, President of Shibusawa & Company, there were four comments regarding the “acceptance of foreign workers as a measure against labor shortage.
The first is that “the government should decide to abolish the technical internship system, which has issues of human rights violations, and promote the “specified technical skill No. 2,” which allows long-term employment and the ability to bring one’s family over while examining how the system has been penetrated.
Second, “We hear voices of ‘nothing’ after completing a master’s degree from high-level foreign human resources who are invited to Japan as exchange students under the government-sponsored foreign students program of the Ministry of Education, Culture, Sports, Science and Technology or the ABE (Africa Business Education) initiative of the Japan International Cooperation Agency (JICA), for example. The third is that “We should also institutionalize the provision of opportunities to be active in Japanese society and companies for high-level human resources who want to have a relationship with Japan like these students.
Third, “Refugees include not only ‘difficult people’ but also high-level human resources. Barriers to the recruitment of foreign nationals, including those in the process of applying for refugee status, should be examined and improved.
Fourth, “If the risk of a weak yen is left unchecked, the attractiveness of the Japanese labor market from the perspective of foreigners will decline.
