RIDE-SHARING IN APRIL ONLY IN SPECIFIED AREAS IN JAPAN

On March 13, the Ministry of Land, Infrastructure, Transport and Tourism (MLIT) indicated a total of four locations in Tokyo and Kanagawa Prefecture where it plans to partially lift the ban on “ride-sharing,” in which ordinary drivers use their own cars to transport passengers for a fee, in April.

The ban will be implemented only during the hours when there is a particular shortage of cabs to fill the traffic void.

Specifically, the following areas were specified:
(1) special wards and Busan (Tokyo’s special wards, Musashino City, Mitaka City),
(2) Keihin (Yokohama City, Kawasaki City, Yokosuka City, Kanagawa Prefecture, etc.),
(3) Nagoya (Nagoya City, Seto City, Nisshin City, Aichi Prefecture, etc.), and
(4) Kyoto City area (Kyoto City, Uji City in Kyoto Prefecture, Nagaokakyo City, etc.)

In February, the Ministry of Land, Infrastructure, Transport and Tourism presented a proposal for a ride-sharing system that would allow cab companies to assume responsibility for operating the service. The Ministry of Land, Infrastructure, Transport, and Tourism (MLIT) proposed in February that the system be implemented only in areas and during times when cabs are in short supply, and that specific areas would be designated based on data collected by a national cab dispatch application. The system would also require that the arrival and departure points and fares be determined in advance, and that, in principle, payment would be cashless.

As a result of compiling the data, four areas were identified as having a particular shortage of vehicles. The days of the week and times of day when there are shortages include: 7:00 am to 10:00 am Monday through Friday in the special wards and Busan; midnight to 5:00 am Friday, Saturday, and Sunday in Keihin; 4:00 pm to 7:00 pm Friday in Nagoya; and 4:00 pm to 7:00 pm Monday, Wednesday, and Thursday in the Kyoto city area.
