NEW SYSTEM AFTER ABOLITION OF TECHNICAL TRAINEE SYSTEM
The government’s expert panel examining the review of the technical internship system has released a draft final report outlining measures to improve the system, including allowing foreign workers to change jobs if they meet certain conditions.
The government’s expert panel is discussing how the system should be designed to secure human resources from abroad amid the shortage of workers.
In April of this year, the council released an interim report that called for “a fundamental review of the existing system”. It proposed the abolition of the “technical internship system” and the creation of a new system to secure foreign labor.
The draft of the final report released today also includes measures to improve the technical internship system, which has been pointed out as a “hotbed” of human rights violations and a restriction on the ability to change jobs.
Foreign nationals who meet certain conditions, such as working for the same company for at least one year and passing a Japanese language exam, can change jobs within the same field.
In addition, since foreigners are currently burdened with the cost of coming to Japan by borrowing money, the proposal would reduce the burden on foreigners by requiring companies that accept foreigners to bear a certain amount.
The Expert Committee plans to discuss the proposal further and compile a final report by the end of this year.
